Amari'i Bell and Danny Graham drop out, with Greg Cunningham and Adam Armstrong the preferred options at left back and up front.
Cunningham returns having been ineligible to feature against parent club Cardiff last weekend, whilst Graham is an option off the bench if needed.
Should Graham come on and score, it'll be his 50th league goal for Rovers.
Elsewhere, Christian Walton, Elliott Bennett, Bradley Johnson and Stewart Downing are all restored to the starting lineup having been unused for the midweek Carabao Cup trip to Sheffield United.
