Their are returns to the side for Derrick Williams, Lewis Travis, Harrison Reed, Bradley Dack and Craig Conway, with Elliott Bennett taking the armband in place of regular skipper Charlie Mulgrew.
The Scotland international hasn't recovered from an ankle injury picked up against Stoke City at the weekend.
Amari'i Bell appears for the 50th time in Rovers colours and will start at left back, with Williams filling in at centre half.
Derby, managed by former England and Chelsea midfielder Frank Lampard, include one of Lampard's former team-mates in the former of another England legend in Ashley Cole, who starts at left back.
Former Rovers loanee Tom Lawrence also starts for the Rams, with Harry Wilson and Mason Mount joining him behind lone frontman Martyn Waghorn.
Lawrence appeared 23 times for Rovers in all competitions during the 2015-16 campaign at Ewood Park.
