The Canadian's stunned the hosts by taking a 10th minute lead when Falkirk attacker fired home, but Norwich's Steven Naismith levelled for the Scots on 34 minutes.
Both sides had chances to win the game in the second half, but the match ended all square.
Mulgrew and Scotland are back in action this Sunday when they take on Slovenia in a crucial World Cup qualifier.
Scotland sit second bottom of their qualification group with four points from their opening four matches, victory over Slovenia will cut the gap between them and the second-placed side to one point.
