Tony Mowbray is still looking to strengthen his squad ahead of Thursday's 11pm transfer deadline.
The Rovers boss has brought in nine new players this summer, but is still hopeful of adding at least a couple more.
However, he insists he only wants to sign players who have the quality to compete for a place on the pitch.
"The numbers are still quite small, but I only want to bring in the right players," said the manager.
"In my opinion, you don't bring players in just to fill numbers up. If you can't find the ones that you really like and think can help your starting XI, you'd rather give your own Under-23s an opportunity.
"We're looking hard, we're working hard, we're having some conversations with different managers about some of their players and a lot of these things depend on what they get in before they let out, so it's a bit of a domino effect and that's why, generally, they go quite late in the day.
"So somebody does some business, which allows this player to leave and he moves, which allows this player to leave.
"So we'll have to wait, but I would hope that we'll bring at least two in any maybe three."
