Boss Owen Coyle felt it the result was harsh on Rovers as they went out of the EFL Cup after a 1-0 loss at Leeds United.
A Chris Wood goal six minutes from time proved to be the difference, as a much-changed Rovers side put in a battling display at Elland Road.
"I think we had some of the best chances in the game and could have scored if not for a fantastic double save in the second half," said the Rovers boss. "I think we also had a strong case for a penalty turned down late on.
"We had a very young side out, making nine changes, which can sometimes mean you lose a little cohesion and fluidity but I thought tonight the young lads worked their socks off.
"Losing Scott (Wharton) with an injury five minutes in to the game was a blow. But Ryan Nyambe who we brought on, and whose natural position is right back, deputised tremendously well.
"I think we can feel unfortunate to be out of the EFL Cup considering how hard we worked and what we brought to the game."
