With Shane Duffy missing out due to a groin injury, Matt Kilgallon has recovered from a hip complaint to take his place in the heart of the Rovers defence.
Darragh Lenihan is preferred to Corry Evans in midfield, whilst Chris Brown partners Jordan Rhodes up front with Tom Lawrence amongst the subs.
Also on the bench is new signing Simeon Jackson.
The Seagulls make two changes from their midweek loss at Rotherham United.
Bobby Zamora replaces James Wilson up front, whilst Connor Goldson steps in for the injured Gordon Greer.
