Rovers Under-21 Premier League Cup tie away at Burnley will be played at Turf Moor on Monday 9th November.
Following discussions with the Police, it has been agreed that the last 32 tie will take place behind closed doors, with no supporters admitted to the match.
A Lancashire Constabulary spokesman said: "After consultation with Burnley Football Club, Lancashire Constabulary support the decision that has been taken to play the forthcoming U21 Premier League Cup match between Burnley and Blackburn Rovers behind closed doors.
“We understand that this decision is, in part, due to the high level of club stewarding and police presence required by Lancashire Constabulary and the resulting costs of such policing, due to recent troubles at similar youth fixtures.
“It is felt that the additional security required to manage this fixture safely, with fans in attendance, would be disproportionate in the circumstances.”
Rovers reached last season's final, losing to Southampton 2-1 on aggregate over two legs.
