Rovers will be without defender Alex Baptiste for the trip to the New York Stadium tomorrow.
The defender sustained a calf injury during the first half of Rovers' 2-2 draw with Watford at the weekend and hasn't recovered in time to be considered for the match against Rotherham United.
Whilst Tommy Spurr steps up his recovery from a groin injury with a runout for the Under-21s this evening, Gary Bowyer is still without Jason Lowe, Paul Robinson, Chris Brown and David Dunn.
"Baps won't recover in time from Saturday," said the Rovers boss on Monday afternoon.
"Paul Robinson is still injured, along with Jason Lowe, Chris Brown and David Dunn.
"They are all making progress, so we've just got to try and come through Tuesday's and Saturday's games unscathed and then we've got the break for the internationals.
"After that it should see a lot of them come back into the squad."
The rest of the players will be assessed on Tuesday morning before the manager finalises his squad for the match against the Millers.
"We'll take into consideration how people have recovered," added Bowyer. "We've done our work and see how everybody is tomorrow and pick it up from there.
"When you've three games in a week the squad gets stretched and it gets tested, that is why you look to recruit players that can handle it and also have flexibility in the way that they can play and the positions that they can play."
Tickets for Tuesday's match will go off sale at Ewood Park at 3.30pm on the day of the game. Advanced prices are £23 for Adults, £13 for Over 60s and Students, £8 for 13-17 year-olds and £6 for Under-12s.
Fans should note that whilst tickets will be on sale at Rotherham on the night of the game there is a £2 increase in prices.
