Gary Bowyer expressed his disappointment at the bookings handed out to Grant Hanley and Colin Kazim-Richards during Saturday's 2-0 win over Derby County.
Yellow cards issued to both players means they will now serve two-match bans after reaching ten bookings in the season.
Speaking after the game to Radio Rovers, boss Bowyer said: "I think Grant's booking is really soft. The referee gave us an explanation but the explanation is just as soft as the booking itself.
"Full credit to Grant he didn't let the booking affect him, the block at the end showed just how professional he is. The same with Kaz.
"We'll miss them both but we've got good players who can come in, we've got a big squad and it is going to take a massive effort from everybody.
"We've got to make sure we all stick together and keep going game by game."
Rovers are back in action this Tuesday night with another huge game at Ewood Park when Huddersfield Town are the visitors.
