In a game in which Rovers had the better of the play throughout, defensive errors at the back proved costly as the hosts raced into a 2-0 half-time lead.
Chances came and went for Eric Kinder's side, but seven minutes from time a Jack Doyle centre was headed only as far as Jordan Slew and the substitute controlled the ball before volleying home with aplomb.
In a dramatic final few minutes Rovers then had strong claims for a penalty waved away as Modou Cham was upended in the area. But right on 90 minutes they got the equaliser their play deserved when Jordan Preston turned on the corner of the box before lashing the ball home into the roof of the net emphatically from an acute angle.
"We didn't quite hit the heights we showed against Annan on Tuesday night," said Kinder.
"We need to be more clinical in front of goal and cut out the silly errors at the back.
"The squad is coming together nicely, I've been pleased with the way we've performed."
The development squad return to action, and to Cumbria this Tuesday when they take on Workington, kick-off 7.00pm.
