The hugely-respected coach has re-joined Rovers, arriving from Carlisle United to become the Under-21s head coach.
Kinder had previously worked as an Academy coach at Rovers from 1999 to 2006 before moving north to Brunton Park, but he had no hesitation in making the return journey after speaking to manager Gary Bowyer.
"It has been seven years since I've been here but it seemed like about seven minutes once I walked back into Brockhall this morning," Kinder told Rovers Player
"It is wonderful to be back, it is a club that is very close to my heart and always has been. Being a Blackburn lad it is a dream come true to come back.
"It was a very tough decision to leave Carlisle, I made a lot of good friends up there, it is a fabulous football club with some top people, but once I spoke to Gary there was no doubt that I had to come back and have a go at this.
"If I hadn't done this I'd have regretted it for the rest of my life, it is a fabulous feeling to be here again."
