Mike, who hails from Chorley, brings a wealth of experience to the role after serving as the Head of Finance at Everton and working with the Football League Trust.
"Initially I trained and practiced as an accountant," said the 52-year-old. "I then joined Everton back in 1992 and was there for 15 years.
"I was there at the inception of the Premier League when Everton grew significantly during that time. It was very good to be part of that and it set me in good stead for this opportunity.
"I came out of football for a few years and that has made me appreciate the really good things about being involved in the game. It reminds you how unique it is compared to other businesses - it is fantastic.
"So I know exactly what I am coming into and I am really looking forward to it. It is a privilege to be asked by Blackburn Rovers to join the club.
"I am a local lad, so I know a lot about Blackburn and no doubt over the coming months and years I will know a lot more. I can't wait to get stuck in."
Rovers' Managing Director Derek Shaw said of the appointment: "It has taken a while to find the right person with the right credentials and Mike certainly fits the bill.
"He has met with the Owners and we are very pleased he is joining Blackburn Rovers.
"He will strengthen our Board and our day-to-day operations."
Mike will take up his position on March 17th.
