The England Under-19 international has found first team chances limited at Ewood Park since making a deadline day move from Sheffield United last summer.
Jordan made two senior substitute appearances last season - coming on in the famous 3-2 victory over Manchester United at Old Trafford and the FA Cup third round tie away to Newcastle.
He spent the final two months of the season on loan at Stevenage and will now link up with former Rovers striker Paul Dickov at Boundary Park until the end of January 2013.
The terms of his move allow Slew to play for the Latics in the Capital One Cup, Johnstones Paint Trophy and FA Cup.
