The full back arrives on a month-long loan deal from Chelsea as cover for the injured Adam Henley and has been signed in time to face Wolverhampton Wanderers on Friday evening.
Bowyer is no stranger to the capabilities Kane has having watched on as the defender played against Rovers in the Reserve League final two season's ago and in last year's FA Youth Cup final.
"We know him very because he scored a fantastic goal for Chelsea's reserves in the final against us that took it to penalties a couple of years back," Bowyer told Rovers Player
"We've monitored his progress and we are very thankful to Chelsea for allowing us to have him for a month.
"He's a good character, he's got good energy, he can handle the football and he's a good defender so we're excited about it.
"He's been out on loan at Preston so he has league experience, now he'll be playing up a division so it'll be great for him, he's eager to do well.
"Obviously it is a blow because of Adam not being fit, he was doing really well for us, but Todd will come in and take his place and we are looking forward to it.
"Adam has been tremendous so it was important to fill that position with someone of that calibre. It also means that we can keep Jason Lowe in midfield because again I think he has been excellent in terms of performance."
Todd Kane is expected to make his Rovers debut on Friday night when Rovers travel to Molineux to take on Wolverhampton Wanderers. Tickets for the game will be on sale on the day of the game.
