Williamson missed the match against Leicester City in midweek through suspension, whilst Best is back after an internal disciplinary matter.
Speaking on Thursday boss Gary Bowyer said: "Lee Williamson is back available from suspension following the Burnley sending off, so he comes back into the squad.
"As does Leon Best, that has all been dealt with internally, he's apologised to the staff and to the players for the comments and we are all mature enough to forgive and forget and get on with it, and that is what we have done.
"Best has had a tough year with his injury and he's frustrated because he's wanted to play and that frustration we are hoping if he gets the opportunity against Huddersfield that he takes it out on them."
Williamson and Best join a large competitive squad, with Bowyer challenging those on the bench to make their mark when given the chance.
"We have stated to all the lads that it is a squad game and will be in every game, the competition is good for everybody," added Bowyer. "If you look at the substitutions the other night, Chris Taylor makes an impact and that is what we are telling them.
"We don't expect them to be happy because they are not starting but they have to react the right way and then when they do get their opportunity they have to make an impact."
Rovers remain without DJ Campbell, David Dunn, Ruben Rochina, Dickson Etuhu and Paul Robinson, but they are continuing their rehabilitation.
